Hi filmoss. Have been to my current GP in the past, who says "Everyone gets headaches", and has promised me it's not a 'serious' concern. I suppose a change of GP will have to be considered with the move now, anyway - maybe a new one will help a little more.

As for the smell - hopefully my new house won't be in the 'smell zone'. The office is so close that it's hit by it very strongly, but it was something I took note of the other day when viewing the house, and no 'sign' of the smell.

Waste plant bosses could be hit with multi-million pound penalties after yet another stink among residents.


People living near Leyland Waste Technology Park, off Sustainability Way, have been warned they face at least eight weeks before “foul, rotting smells” stop being emitted from the facility after a technical problem.

Now, it has emerged site owners Global Renewables have been warned they could be hit with “punitive” penalties of around £2,000-an-hour for the non-compliance with environmental standards.

The issue is being investigated by the Environment Agency and Lancashire County Council.

Maybe the money raised from the fines could be dished out to the residents as compensation for their lives being disrupted.

The article in Lancashire Evening Post 8/3/11 makes it quite clear that Global Renewables will be hit with substantial financial penalties, and Co Cllr Matthew Tomlinson has said that those penalties could be up to £2,000 per hour (I have also heard this from a different source) and Matthew Tomlinson should know as he was a member of the LCC Planning Committee who passed the planning permission for the site. However, I have also heard it reported that they are talking about £2,000 per day; a totally different level altogether. Dick Ellis from the LCC, who is the Project Director has said that they are discussing with Global Renewables if and how the penalties will be applied. This sounds to me like another scandal in the offing. They can't negotiate the penalties upwards, above the maximum level, so the only way that they can negotiate them is downwards. Dick Ellis was party to the original plans and is he therefore an appropriate person to be negotiating any penalties? This should be done independently, possibly involving the Environment Agency, and should not be just for the 8 weeks given as an estimate of how long the smells might continue beyond the meeting on 21 February, but from when they were first detected in December or January. i.e. 15 or more weeks. Incidentally have you smelled the smell today; it is now one of rotting fish and is quite nauseating. Keep the complaints going in to the Environment Agency on 0800 80 70 60.

I like Noel's suggestion that the monies raised by way of finacial penalties are dished out to residents affected but unfortunately I don't see that happening. I also suggested that they should be given to RAWS to take Global Renewables and LCC back to Court, but I don't see that happening either. It has been said that they will be applied for the benefit of the people of the Parish of Farington who are worst affected so we need to know (in due course) just how much money we are talking about and also appropriate suggestions as to how it could be applied for the benefit of all. How about a Community Bus to take residents around the Parish; to Church, to School, even to Supermarkets, and possibly for the people of Farington Moss (who have only a very poor bus service) to put them on a more frequent service route at Farington or Lostock Hall.

I can see where your house is Tim from the LEP photo. We lived at 26 facing the last semi before the dormers on the edge of the river, that was 32 years ago now!. I went past the plant and could smell as usual the rotting smell but also the fishy smell you referred to which is ammonia or an amine of some sort. I really do think the place should be shut down. I just feel so sad and angry this has been allowed to happen. I like the idea of putting something back into the community though. With the price of petrol the community bus is a good idea.

Global Renewables are denying responsibility for the latest smell, they say that it is coming from fish meal/manure being spread on the fields; but we will have to await confirmation from the EA or independent assessors. Communication with residents remains a major problem; they say that they are distributing letters to local residents; but many people along Croston Road, Stanifield Lane etc. have not received these letters and do not yet know the source of the smells. Spread the word.
