It's the distance to the Exchange that you have to count, that box outside your house probably goes to a telewest 'Exchange' so you are probably not far from that.
You mentioned 2MB connection it's not a 2MB connection but a 2Mb connection. The difference is an upper or lower case 'b' to indicate bits or bytes. All speeds are in Megabits or Mb. Your O.2Mb up connection means that you send stuff to the internet at 0.2 Mb but receive things back at 2Mb.
