FIFA are to consider changing the offside law so that only a player within the penalty, and in an offside position, can be ruled as offside. [

And, a player brought down with a so called professional foul, having a clear cut chance to score, would be awarded a penalty kick, regardles of his position, ie: in the penalty area or not . [}
